The Watts-Guillot Memorial U.S. Army Reserve Center is located at 2800 West 15th Street on 7.0 acres of land in a developed residential area of the west central portion of Texarkana, Bowie County, Texas.  The  facility consists of two buildings: an 11,732-square-foot Office/Garage and a 2,864-square-foot Maintenance Shop(OMS).  Both are constructed of concrete block with a brick veneer over a concrete slab foundation. The remainder of the property is flat  consists of approximately 70% open land and 30% paved areas for parking.

The main building has a primary entrance on the 15th Street. Off the lobby, an administrative office is located to the left and a large classroom to the right. From the lobby to the left, a double-loaded corridor runs the length of the building, serving administrative offices, training and restrooms, and terminates in double doors that exit the building to the east.  The main building was renovated in 1990 and all windows were replaced.

The Garage at the rear of the main building is a one-and-one-half-story structure. Deep steel I-beams span the Garage with prefabricated steel joist spanning between the beams that support a corrugated steel roof deck. Sodium-vapor lighting has replaced the original fixtures suspended from the ceiling. A single bay door on the west elevation of the hall allows vehicular access.

The Maintenance Shop is located southeast of Office Building in a secure area protected by a galvanized chain-link fence. Completed in 1958 it is a typical one-story structure built on a poured concrete foundation, with CMU walls, a veneered red-brick facade and a prefabricated steel-trussed supported metal roof.
